ASEAN foreign ministers held an informal meeting with Myanmar's foreign minister in Bangkok, chaired by Philippine Foreign Secretary Maria Theresa Lazaro. 15 July | Thailand / Philippines / SCEF | SCEF confirms consultations

The Steering Council for the Emergence of a Federal Democratic Union, comprising the KNU, KIO, KNPP and CNF, confirmed consultations with the foreign ministers of Thailand and the Philippines. SCEF said these meetings were separate from ASEAN's engagement with the military-backed authorities and focused on the political crisis, the Five-Point Consensus and conditions for political transition.

22 July | Thailand | Official Min Aung Hlaing visit announced

Thailand announced that Min Aung Hlaing would make an official visit on August 6–7 and meet Prime Minister Anutin Charnvirakul. The announcement followed the July ASEAN and opposition consultations in Thailand.

Malaysian authorities detained more than 100 Rohingya who had gathered outside the UNHCR office in Kuala Lumpur after displacement from their homes. They were subsequently released and relocated.

Malaysian Prime Minister Anwar Ibrahim said Myanmar had agreed to receive 5,000 Rohingya from Malaysia. Malaysia's Home Ministry was tasked with identifying and screening potential returnees before further coordination with Myanmar.

July Track Summary

July combined several different forms of regional engagement. Laos hosted Min Aung Hlaing on the first state visit to an ASEAN member since he assumed the presidency. Thailand then became the main site of ASEAN diplomacy: Myanmar's foreign minister met Thai officials, ASEAN foreign ministers held their first direct in-person foreign-minister-level meeting with Myanmar since the coup, and the ASEAN special envoy separately met military-backed and ethnic armed representatives. SCEF also confirmed direct consultations with the Thai and Philippine foreign ministers. Malaysia's refugee policy became another bilateral channel when Anwar Ibrahim announced that Myanmar had agreed to receive 5,000 Rohingya. This followed a period of increasing domestic pressure on Rohingya refugees in Malaysia. By the end of July, regional engagement therefore extended across official state visits, ASEAN diplomacy, consultations with revolutionary actors and refugee-return negotiations.

2 August | Bangladesh / Myanmar | Border trade and energy discussions

Myanmar's ambassador told Bangladesh's commerce minister that Myanmar wanted to resume border trade after a lengthy interruption connected to conflict and Arakan Army control near the frontier. In a separate meeting the same day, Bangladesh proposed importing Myanmar gas through a pipeline and discussed LNG and a possible China-Myanmar-Bangladesh energy corridor.

6–7 August | Thailand | Official visit by Min Aung Hlaing

Thailand hosted Min Aung Hlaing on an official visit and formally used presidential protocol. He met Prime Minister Anutin Charnvirakul and senior officials.
