A Note on the Limit

This is a starting point for conversation, not a finished plan. It assumes NGOs will remain part of Myanmar's landscape for now, not because the form is perfect, but because people need support that exists today. Real change will also require advocacy: for funding that allows organizations to shrink, transfer power, and eventually step back. Much is left to explore. The framework says little about the post-coup cross-border reality, the atrocities, how gender shapes risk and authority inside communities, or the class gaps between staff who write proposals and those who carry them. It is also written in the professional English of the aid world it questions. It is a tension worth naming, not resolving here. Use each section as a prompt for your own context, not as a test to pass.
