Perspectives within Civil Society (PCS) is a continuing working-paper series from The Calling Digest that looks at how familiar political and organizational terms are understood differently across Myanmar’s civil society, aid, resistance, humanitarian, and international institutional worlds. The series is based on interviews and qualitative observations rather than representative surveys. Its purpose is not to decide that one definition is correct, or to treat every difference as a fault line. Instead, each issue takes one apparently ordinary term or practice and asks. What different political meanings are being carried here, and what becomes visible when we compare them?
